AMERICA/BOLIVIA - Bishops' Conference calls national accord on the new constitution and early scheduling of 2009 elections a historic landmark

La Paz (Agenzia Fides) – In a statement entitled “A Historic Landmark,” the general secretary of the Bolivian Bishops' Conference (CEB) has congratulated the government for reaching a national accord in Congress, through dialogue.
Bolivian Vice-President Alvaro Garcia Linera announced that an agreement had been reached on Monday by the political powers, approving the amendments to the new constitution and calling for early elections in 2009. If the accord reaches a final approval in Congress, the people will return to the voting booths to decide on the new constitution, this coming January 25 and almost a year later, on December 6, 2009, the Bolivian people will be able to elect their President, Vice-President, and lawmakers. Evo Morales could be reelected in these upcoming elections, for a second term (2009-2014). The accord with the opposition party says that he will only be able to run in consecutive elections for one more term.
The statement, signed by Secretary General of the CEB, Bishop Jesus Juarez of the Diocese of El Alto, says that “this accord shows that the best way to finding a solution to all our nation's problems is through dialogue, in democracy, and with the participation of all those involved.”
Bishop Juarez also points out another historical landmark for the democracy of the country, namely that the march held by thousands of people from various parts of the country towards La Paz in an atmosphere of tranquility, serenity, and respect. “Their testimony of effort, serenity, a spirit of peace and patience make these events even more valuable in themselves. We also observed the many gestures of solidarity that marchers received from other citizen-bystanders.”
The Secretary General of the CEB congratulates those who, from government, from the opposition party, and from the social movements, took part n this event, as “all of them have played an adequate and prudent role in reaching the awaited consensus.” He also encouraged all political and social leaders to continue on the road to dialogue and expressed his hope that “the accords reached are fulfilled, and that the hope of the people for a better life in peace and responsibility, is not betrayed.”
