AFRICA/RWANDA - Rwandan intelligence chief arrested in London

London (Agenzia Fides) – It is believed that a diplomatic row will break out between the UK and Spain, on the one hand, and Rwanda on the other, due to the arrest of General Emmanuel Karenzi Karake in London, head of the Rwandan security and intelligence service. The arrest of the Rwandan high representative took place on June 20 (but was only announced today, June 23) in execution of the warrant issued in Spain, according to Spanish legislation on universal jurisdiction for crimes against humanity committed in the whole world. General Karake is one of 40 Rwandan officers indicted in 2008 by a Spanish judge for massacres against Rwandan civilians committed between 1994 and 1997. In 2007, Human Rights Watch had asked the UN to investigate on general Karake in relation to massacres committed by Rwandan troops in the Congolese city in Kisangani. The arrest of the Rwandan intelligence chief provoked strong reactions on behalf of the Minister of Foreign Affairs of Kigali, Louise Mushikiwabo, who called it an "unacceptable" act. (L.M.)
